why do you care about gang levels, any gang can rob, the only problem is gates of the base. P.S. lvl 2 gangs has sometimes more activity than higher ones. Or even level 0/1 gangs.

Make old gr with bigger amounts like fugitive said and make more cracking, like % of the gang money (for example 1 successful crack gives 1% gang panels money and you can crack max up to 10 times per one gr).
