You have bad fps after re-installing because the objects that did not render before now do appear, and that causes low FPS because your potato computer can't handle so many shit loading. If your computer is also full of shit I'd suggest cleaning it up with a fresh format as that will empty space for the CPU to do its job.

I think they are quite minor changes but I really agree on adding a key to open bribe panel, sometimes you can run over it by mistake even if you don't want one. About event music I'm not sure if I'm understanding you right, but you could just turn MTA sound off, then again not sure if I understand that point. As for saving M settings, well if it's possible, why not? However I think that's lazy as fuck, you literally just need to press a key and make 2 clicks. No, it won't get you busted, because the door opens at a very slow rate and you would see the cop come, so that gives you time to react and close the panel or end the cracking. Also, you're at the other side so bullets don't go through to arrest you. And as I said, I'd vouch for making it a very simple cracking that anyone with enough brain cells can manage to do, anything else?
