Maybe as added suggestion to just be for people using vehicles? That way people can still be stealthy for combat and regroups (if they all stand outside the plane). Otherwise I would also vote no, for the same reasons as other people already stated.

No one attends brs and srs for money unless you have less then 200 hours. But I do like the idea to lower some requirements based on the current activity to balance things for criminals. Just like it got changed before to balance it for cops during the times when there were not enough cops and a lot of crims. But changing it now would also mean criminals have to accept it will also be changed once players are returning.

Because there need to be 3 parties to start elections, and there are no 2 other parties. Neither are there people who want to fullfill the government duties (RP) for those 2 other parties. Saying admins/HQ/devs don't take suggestions seriously and ignore them is a very ignorant and rude remark considering they spend a lot of time on creating and adding new stuff. I would suggest you to try and script yourself and work on making stuff yourself rather then criticizingthe people who do already.
