LV one is a bit laggy because there are so many bases around. Idk if you also experience lagg at SF. I do agree that some more variaty would be nice. I suggested the same thing some time ago which is in-review:

Forcing gangs or squads into an acitivty they chose not to partake in won't make it more attractive to them. If anything they will take out their money and it would be even more difficult to know who is able to be robbed.
