I must agree with this comment as well, clearly there are gangs that do BR more than others "high-frequency", there should be a balanced method where everyone gets the opportunity to do their own activity, Adding max BR amount per day to 2. I believe the bank gets its reset after 5 to 6 hours after being robbed, therefore, I would suggest that the bank gets rob-able within 4 hours to 4 hours and a half. It's my thought, the idea could be studied closely to determine whether it should be 4 hours or a bit more/less

This way there is always a chance for a prison riot to start and doesn't necessarily need someone from the outside to start one yeah I think the same as Lincoln does, would make sense, to be honest
