If the PBR hasn't started yet (no safes accessed) then I'd say no, no defending outside as there is plenty of space in each bank to defend. Especially with a bit of coordination and team play. However, once the safes are done and people are going to inevitably be outside the bank to leave/return and by that point cops will be there to try and arrest. Bear in mind you can shoot cops who are chasing you (if wanted ofc). Not sure who's been admin jailing players for PBR's when I only really tend to monitor BR's. Hope this helps.
