The Cathy Jackson Open unsolved

Plot:
Agent Douglas and Agent English got assigned an open unsolved case on the homicide of Cathy Jackson nine months earlier. A new breakthrough in the case lead to it being revived, the murder weapon has been matched to the profile of one found in the Los Santos River a couple days ago.


The weapon, a 9mm handgun, has been traced to have been produced by an IAC facility in Los Santos, reason for the agents to drop by. Our suspect, the weapon's owner, had filed off the identification number on the gun's barrel. It took the lab technicians several days to bring out the identification number using acid. Surprisingly the technicians informed us with resounding confidence that the identification number was determined. Agent Douglas wrote the number down in his small notebook under "9mm, IAC, LS".


The agents drove to the IAC manufacturing facility in Downtown Los Santos and met Scientist Callaway. Upfront the Scientist and his personnel appeared to be very distant and closed to the agents. After agent Douglas insisted a number of times, the agents have been lead into the IAC Facility's meeting room to have an interview with the scientist. After some general interview questions about the victim, agent Douglas asked scientist Callaway if he would look up the sales record on the gun's identification number we recovered. The scientist ushered us out and up a stairwell, where their sales record were located.


Before the scientist entered the supposed office, he told us we could go nu further and asked us to wait on the landing by the stairwell. Skeptical, but calm, we moved unto the building's balcony to wait for the scientist to return with the record. A couple of minutes had passed when the scientist returned with the sales record, he handed me a torn off piece of paper with the buyer's information on it. It read "Mr. Burrows, Whitewood Estates, Las Venturas. 9mm IAC produce, August 12 2018", our suspect. We followed the scientist up with some questions about the suspect and left.


We drove to Las Venturas to look up on Mr Burrows. During the drive we discussed possibilities and even considered involvement of IAC, the place was shady after all. After a 90 minute drive through horrible traffic we arrived at the house in Whitewood Estates. Mr Burrows was standing under the shelter on his porch smoking a cigarette.


"Mr Burrows", agent Douglas called out, "agent Douglas and English, SAPD. Can we have a word?". After the formalities were over, Mr Burrows inspected our badges thoroughly as if we were imposters of some sort. Agent Douglas showed Mr Burrows a set of photos, one of Cathy Jackson a couple weeks before her brutal murder and one of the murder weapon. Mr Burrows didn't recognize the woman but did recognize the gun. "That's mine", Burrows said and took out the gun from his holster presenting it to us.


As if on queue, agent English expertly removed the gun from Burrows, unloaded it and put it in a manila envelope. Burrows explained he had bought gun at IAC in Los Santos about a year earlier and presented us his carrying license. After inspection Douglas discovered that the serial matched that of the recovered weapon. We didn't have any grounds to lock up Burrows, so we took his gun and left.


Investigator report:
After inspection of the confiscated weapon, we discovered that serials actually matched. This could lead us into two directions, one even worse than the other. Either the technicians came up with a false serial even though they were so sure. Or IAC is tempering with the serials on their weapons and selling them to the underworld. We're turning the path of the investigation onto the latter.
