[SUGGESTION] Make a GR Interior Mandatory for Level 5 Organizations

Organization Robbery has become almost dead nowadays because only a small number of organizations have a GR interior. As a result, there are very few possible targets, making the feature inactive and reducing player engagement.

Instead of changing the GR script itself, I suggest making it mandatory for every organization that reaches Level 5 to own a GR interior.

Forcing gangs or squads into an acitivty they chose not to partake in won't make it more attractive to them. If anything they will take out their money and it would be even more difficult to know who is able to be robbed.

also if gangs/squads do gr stuff on servers peak time (prob between 6pm 10pm) gains can be increased %50-75

so we can see more transfers 

if fbi needs a cracker they should hire / steal cracker from rival ones
