What are the rules for the Dog spawn?:

You must stay with your handler at all times and cannot move around on your own.
You are required to follow and carry out every instruction given by your handler.
You must remain in character at all times.
You may only communicate using party chat or private messages; no other chat channels are permitted.
You are prohibited from making arrests.

Briefly explain the following rules in your own words:

Rule number 4: Before attempting to arrest someone, you must issue two warnings giving them a chance to surrender (/sur). Your intentions must be clearly stated, and the final warning must explicitly say it is their last opportunity.
Rule number 5: You must allow the suspect enough time to respond to your warnings. Rapidly repeating commands or spamming binds is not allowed.
Rule number 7: Once you join Pro Cops, you must wear the probation PC tags |PC* so others can recognize you. To access PC spawn points, you must be clearly identifiable by using your roleplay name or your usual in-server nickname.
Rule number 9: After being accepted into PC, you are required to register on the PC forum.

The /do command is used to describe the surrounding situation, an environmental detail, or a fact that other players should be aware of. It gives context about what is happening around the characters. It can also be used to clarify outcomes of actions.
