PART III : Rules check 

Have you read the entirety of the "Pro Cops Guide" topic?:Yes I did read it .
What are the rules for the Dog spawn?:

Police dogs can spawn ONLY when they have a police member as their handler that is aware of the rules. 
Dogs must act their role, for example they cannot arrest or speak in chat, however speaking in party chat or Private messages is still allowed, they cannot carry guns as well nor drive vehicles.
Dogs have to stay with their handlers no matter what.
Handler's order is final, it should be respected and followed by dogs.
Police dogs are allowed to talk only trough private chat and party chat unlike humans which can use Local Chat.

Briefly explain the following rules in your own words:

Rule number 4: During Police Pursuit, always make sure to offer Roleplay chance, using the [RP] binds, there should be two [RP] binds, first one to declare it and the second one is used to make sure that the criminal has his last chance, third bind has to be [NO-RP] bind which means that criminal will no longer have the offer to RP and will have to be arrested however he still can use /sur, unless he opens fire.
Rule number 5: After each bind during a chase, there should be a cool down for like 5-7 seconds because some criminals won't be able to read the chat instantly, this should give them enough time to react and think their next move.
Rule number 7:When someone joins Pro Cops they have to go trough a 2 week probation and change their name like so: Name|PC*, or SQUAD|Name|PC*, once the 2 weeks probation period has passed, the member can remove the star from his nickname and can also remove the |PC tag however each time he's spawned as PC member he will have to declare his usual nickname aka the name he uses everyday.
Rule number 9: After being tested and officially invited into the procop group, you will have to sign-in the codex related to the ProCop forums, this goes in the applicant's favour because if he ever got removed for no reason and has no proof that he was a procop member before, the sign-in procedure will stand as a proof for him.
Editing your sign-in or not signing in in the codex could result in a fraud or even a kick from the group.

/me examines Robert's ID.
/me gives Bob Brown a ticket.

The /do command is used for describing the state or asking questions about  environment/situation.

/do Will he shoot that civilian?
/do Would I find drugs in the car's trunk?
/do Would I find weapons inside the car?
