Have gangs earn paycheck from the properties (e. g. warehouses) they own. Allow enemies to rob these properties and take over paycheck for some time, if succeeded. Owner of warehouse can defend. Enemies have to deliver the goods to their base, and from there they will be "distributed to their warehouses".
Warehouses should be away from gang bases. More gangs may open up to the idea of GR then. Of course warehouses offer less rewards than gang base safe
