Explain Rule 3: You should not patrol alone, as it is dangerous, if there are free officers, you need to call them.
Explain Rule 4: Players who have less than 5 crime stars can not be arrested (except if they attacked first). You must wait some time so that the player has time to read the officer's requirements.
Explain Rule 6: Follow the rules written in F1> rules (marker kill, marker arrest, dm and so on).
