Most of activities are centralised in LS, SF & LV unlike other regions i believe counties deserve to be alive too it's rare to find a group of people wandering there when there's no ongoing SR, this may not be the best solution for such issue but i can say that it will help. Why shall we add a bank to Whetstone? Considering this bellow we should add one. Currently there are 12 gangs sharing 6 Banks across SA, Banks which take 4-6 hours to be robbable again, not mentionning that cops aren't always present in enough numbers in order to host a BR. Among 5 Counties(RC TR BC FC WH) only 3 have Banks. Except for only one single SR and a turf zone there's nothing really cause people to go there.
