The rule page always confused me as well, you never know which rule is the right and the other is wrong, also as I can see these rules are changeable by the admins whenever they want. Lastly, @Teddy you are a piece of shit.

To be fair, refueling your vehicle shouldn't be an option in the disc, you've to call a mechanic or drive to closest gas station to refuel.
