@Jim-Morrison It's near the LV-hospital, open your map and you'll see a red square on your map. Go into the marker and create your custom vehicles in it. The modified vehicles you make in the nanoshop are more expensive than in the normal car shop.

I think a cracking system would be nice for carjackers, like the bank cracking system. How higher the price of the car is how higher the crack numbers are. And some vehicles have drugs in the trunk or weapons that you can steal, or getting some money for finding drugs/weapons.
