Again, this seems unnecessary at the moment. I don't see why you need a private vending machine in your base when there already are units available at every hospital and hot zones such as Banks, Jails, and Casino. If cops need Energy drinks they can just get it from one of those during a patrol (A hospital visit is not that uncommon to cops anyways) and criminals can just /sell each other drugs. The only purpose this would serve is mild QoL and make turfs or similar activity unfair in certain situations.

I can't see this doing anything but hurting the system we already have in place, it's a no for now.

The current BC bank seems to work fine as is, measures have already been taken to ease things by disallowing DE/HLS from responding even if CLO is present. Things will tend to stay this way until a drastic need for change is observed. As stated earlier, if you find this bank challenging then simply choose one from the other 5.
