Just like it got changed before to balance it for cops during the times when there were not enough cops and a lot of crims. But changing it now would also mean criminals have to accept it will also be changed once players are returning. This, we will look into potentially lowering requirements for some activities for the time being after observing server statistics for a bit longer. These changes however will be reverted back when the server's activity goes back to its normal level. More details will be announced in due time.
