What are the rules for the Dog spawn?: 

Only spawn when you have another police member as your dog handler. Make sure that they're aware of rules.

Briefly explain the following rules in your own words:

Rule number 4 : Rule number 4: When initiating a pursuit, I must always offer the option to surrender (using the `/sur` command for a 75% reduction in jail time). Two warnings regarding bail must be issued; the second warning serves as the suspect's final chance.
Rule number 5: I must allow suspects sufficient time to respond to my instructions; this means avoiding actions that cause panic or distress, refraining from compulsively spamming quick commands (binds), and ensuring the suspect has ample time to read the chat and understand the situation.
Rule number 7: Upon joining Pro Cops, there is a mandatory two-week probationary period. Zarc|PC* or [FBI]|Zarc|PC*]
When operating as a professional police officer, I must be easily identifiable by my role name or my standard server nickname.
Rule number 9: I must log in to the PC forum after registering. Failure to log in could result in my removal; furthermore, in the event of accidental removal, there would be no way to prove my membership in the group. Finally, changing PC login details after registration is not permitted.
