What are the rules for the Dog spawn?

- You are not permitted to move freely without your handler.
- You must behave according to your assigned role.
- Communication through any type of chat is prohibited, except for party chat or private messages.
- You do not have permission to make arrests.

Briefly explain the following rules in your own words:

Rule number 4: You must always issue two warnings giving the suspect the opportunity to surrender before attempting an arrest. Your intentions must be clear, and the final warning should clearly state that it is their last chance.
Rule number 5: You must allow sufficient time for the suspect to respond to your warnings. Spamming binds is not permitted.
Rule number 7: After joining Pro Cops, you must always wear probation PC tags to be identifiable. To use PC spawns, you must be easily recognizable by using your roleplay name or your main server nickname.
Rule number 9: Once you are invited to PC, you must register and sign in to the PC forum.

PART IV: Roleplay commands
