What are the rules for the Dog spawn?:

Only spawn as a dog when paired with a police handler who understands the rules. Dogs cannot arrest, must stay with their handler at all times, and must follow their handler's commands without acting independently. Communication should only be through private chats, and dogs are not permitted to speak like humans in Local Chat.

Briefly explain the following rules in your own words:

Rule number 4:When starting a pursuit, always offer the chance to surrender (/sur for 75% off jail time). A Pro Cop must issue two warnings via binds, with the second being a final warning. Use roleplay binds for roleplay chases and standard binds for regular chases ,in order to make your intentions clear.
Rule number 5:Allow suspects enough time to respond to your instructions. Avoid spamming PC binds and give them sufficient time to react, they may not always be able to read the chat during a chase, so provide time for them to read and decide whether to cooperate.
Rule number 7:When joining Pro Cops, you’ll have a 2-week probation period. Your name should be displayed as "Name|PC*" or "SQUAD|Name|PC*". As a Pro Cop, make sure you're easily identifiable by either your roleplay name or your regular nickname on the server.
Rule number 9:Once invited, sign in at the PC-Forum. Failing to sign in may lead to removal, and if you're mistakenly removed from Pro Cop, there will be no proof you were ever part of it. Editing your sign-in after completing it is prohibited and considered fraud. Do not change the information you provided initially.
