[CREATIVE] Replace the current emergency lights with better light patterns

My suggestion is that we should replace the current emergency lights with one that has patterns like this

I think it's a good idea, but not if the developers could make a scrpit for that, since "according to what I understand", it works with the original GTA: SA system.

They should create a system of lights and sirens that opens in a panel similar to / voice. Some GTA: V mods can be taken as a reference

Filex has worked on code for light patterns a while back. I've brought this up with devs, see if there's any interest in having it worked on.

@tut-greco Yeah, I think this is worth to be developed, at least we would upgrade our emergency scripts since I saw this being used by other devs so it would be great for the gameplay I'm pretty sure people will like it.
