You'd have to change the rule of where unwanted criminals can kill a cop in the jail zone than...

Cops are allowed to kill unwanted criminals due to the fact it could lead to the start of a jailbreak. if you want this suggestion added - you'll have to make it for BOTH sides and not just the cops..
