Roleplay #3 - "Illegal Goods"

Roleplay Explanation: Special Response Team anti-gang unit picked up an anonymous tip of illegal goods being transported in the city of San Fierro. We were unsure of how many individuals were in on the transportation, anti-gang unit immediately deployed police drones to spot out the area before deploying. As you may see from what the drone picked up, there were 3 individuals spotted by our drone: immediately reinforcing and executing a raid to put a stop to these scumbags. 

Two squad unit members immediately moved in while deploying their guns and aiming at the possible threats.

*Megaphone* PUT YOUR GUNS DOWN AND PUT YOUR HANDS ON THE VEHICLE

Immediately cooperating, we requested backup not knowing how the situation could turn out. Our third anti-gang unit member came in hot, using his water cannon to suppress the suspects.
 

After the individuals were put under control, we immediately detained all of them. Quickly going into seizing any illegal equipment and item that we found. In the image below, you can see one of our marked anti-gang unit members searching their trunk looking for any illegal goods to seize.
 

Illegal drugs, high grade weapons, weapon attachments and counterfeit money were what was found in the back of the van. We seized all items and belongings and booked all three individuals for questioning and possible sentencing.

•  In 2000, an Interpol detective was tasked with tracking down a notorious gang involved in both drug trafficking and illegal poaching of rare and endangered animals. The group had their sights set on capturing an albino leopard to offer its fur as a gift to a prominent drug lord in the region. Working with locals and creating various undercover teams, the agent and their team of highly trained officers infiltrated the gang's operations and successfully dismantled their illicit activities, saving the rare leopard from being poached and stopping a multi-million dollar drug-trafficking business. 

 

• Inspired by their success in dismantling the gang's illegal activities, the founder decided to create a specialized police squad dedicated to combating the scourge of drug trafficking in their home country of the United States. In 2003, the founder created the Precision Assault and Reconnaissance Squad (PARS), with the leopard that started it all becoming an important symbol of the squad.

 

• PARS was founded on the principle of using advanced technology and tactics to track and apprehend criminals involved in drug trafficking. The founder recognized the importance of having a comprehensive approach to this problem, which involved not only enforcement but also education and community outreach. 

 

• Under the founder's leadership, PARS quickly gained a reputation for its precision and effectiveness in tackling drug trafficking. The squad employed highly trained undercover agents named ''Leopards'' that used advanced surveillance technology and tactics to track and apprehend criminals involved in these illicit activities. The founder also worked closely with local law enforcement agencies and community leaders to gather intelligence and share information, strengthening the fight against drug trafficking.

 

• PARS also placed a strong emphasis on education and community outreach, recognizing the importance of engaging with local communities to raise awareness about the dangers of drug trafficking. Actually infinity, Double Jump (Mega Jump) is removed so I guess it is hard to get to roof anymore that ( Answering on reason 1 ) .

( Answering on reason 3 ) actually Cops can use Energy too + I see that Sync issue (Enter_exit) animation is like giving a chance to the criminal to run away and escape because imagine if there is no Animation or whatever it is called and the cop keep aiming on the criminal while he is exiting the BMX so there will be no way even to run.
and actually I didn't see a cop using BMX/Mountain while chasing a criminal before and all cops are using energy and most of them are using cars/bullet to knock the criminals off the BMX/Mountain and to be honest I don't see any Hard or problem in this.

( Answering on reason 5 ) Actually I agree with you that it is hard to damage a player while using a BMX/Mountain but as I said in this Comment, It is impossible too to damage the cop who is using the water tank even I can't damage the tank since the cop will just keep abusing this cannon on my body which makes me can't even run till a cop comes and taze then arrest.

Who on earth actually uses the water tank except for General? It takes an eternity to travel from one point to another and on top of that, it's an easy target for getting killed if the shooter knows where to aim. The hitbox for the BMX is terrible, making it nearly impossible to kill anyone. It's a laughable comparison.

• SRs are tedious and lack excitement. It's either a frustrating experience where you die countless times as a cop and eventually give up, or it's dead where you end up being AFK.

• The monetary rewards offered in SRs aren't a motivating factor for me, and I believe many others feel the same way. Most players already got millions. If you playing as a cop and the server is active you earn nothing from SRs after dying 50000 times anyway.

My suggestions are the same as crank turn SRs into pure dm zone but something that benefits both side not for only criminals shooting from roofs.

 

After reading everyone's input, it appears that we have reached a consensus on the following points:

• Remove kill arrests inside banks.
• Disallow gangs from defending outside the banks.
• Implement changes to  HLS 

I also suggest disallowing bribing before BRs start. I mean we already know there will be a br when everyone is unwanted and at the same spot.

Since the last few weeks we only BR for the fun and it had proven hiw difficult it is just by having 5 cops attend the BR, let alone HLS. HLS's purpose should be neutralized already since crime rate has decreased by a huge amount. In the latest BRs we barely had 15  defenders and you wanna make it 15 vs 10? 

Also city banks were the easiest to BR on but since everytime you BR there has to be atleast one active HLS, that did not seem like an option. 

Options are simple, either stop HLS from attending BRs or remove kill-arrest since it's very op against the average defence count. You can even do the math and conclude yourselves

• BRs hardly ever happen anymore because gangs are too scared to take any risks and only want a 100% success rate. They're always playing to win and it's not fun. It's no wonder you'll soon struggle to find cops willing to engage in activities because it becomes incredibly boring for them to play in unbalanced circumstances, as it happened before.

• Cops are rarely active at the same time. For example, if there are 15 cops in the game, around 8 of them are usually either spawned as something else or simply AFK. This means that the situation would never be 30 criminals vs 15 cops, based on what I've seen during my time as a cop.

• If you find it challenging to defend against a few cops with just mindlessly criminals spraying combat shotgun and use drugs in that tiny hallway, then it's simply a matter of skill.

• If you can't defend against a single HLS with 4 cops, except for those rare moments when there's more than one HLS, then it's definitely a skill issue again. Perhaps ask CLO for help? 

• Taking away the ability to kill arrest won't solve the problem. In fact, it will likely discourage cops from playing as cops again. The reality is that criminals will always outnumber the cops, as it has been the case always.

I play as cop for 2 years so my suggestions will be based on a cop POV don't cri criminals

• The requirement for the number of squad members or players needed to initiate a bank robbery has been reduced from 10 to 5. I recommend to revert this change back to the original requirement of 10. The server's overall condition has improved, and while it's important to maintain a balance that satisfies criminals but you should also consider the cops.

• It's been a long time since the last HLS recruitment, so it might be a good idea to initiate a new one (you can force them like you did with DE/CLO/LWS :mclaugh:). You may consider allowing them to participate in more bank robberies, not limited to just LV/SF, to determine success rates in bank robberies, you can review rates as you did before. Currently, the group seems inactive, with no one actively attending bank robberies. It appears that their involvement is limited to completing two patrols for a mere five minutes each month.

•Vending machines, those located near banks should be protected in some way. The presence of 4525423451322346 defenders outside the bank makes it impossible for cops who need to access the vending machines for energy drinks. Criminals, on the other hand can freely sell drugs to each other, a large number of criminals spam combat shotguns in the narrow hallways makes it nearly impossible to navigate through without enery drink. My alternative suggestion would be allowing the medic units of squads to sell boost injections, which would provide a legal alternative to the drugs available to squads.

Allow cops to neutralise the turf zones, you could disable arresting and give them the freedom to headshots or toss grenades, or you could enable arresting and reduce jail time only for turf zones without hs / nades. Also ensure that cops collaborate rather than fight against each other.  You could achieve that by doing for example; You could try implementing a system where the turf zone percentage decreases based on the presence of official squad members inside the zone. This means that the more official squad members are present, regardless of the organization they belong to, the faster the zone percentage will drop. It would encourage collaboration among squad members and motivate them to actively participate in turf control.

If you reset everything, those who log in monthly to maintain their properties will also stop logging in. Considering this, I don't believe resetting anything at this point is the best choice. What will happen to newly created organizations? It will be harder for them, but nothing will change for the old organizations that are already on highest level. If you're going for a reset, it should apply to everything on the server, including every single organization. However, if that happens, people will stop playing still because they have invested effort and time into leveling up their organizations, nobody will bother grinding to the top again. It would be better to leave everything as it is and focus on avoiding the same mistakes in GTAV server.
