I like the sub-idea more than the original one. Cops transporting valuables and criminals trying to hijack them, that definitely sounds fun for both sides. It could be done by each separate squad with cool-downs just like Bank Robberies for gangs. In my opinion its about time cops get an extra activity.

No from me, I find no good reason for this. Personally i've always looked at San Fierro as a quiet and classy city, therefore in my opinion i think the Prison should stay in Los Santos. And San Fierro is quite alive nowadays thanks to the random SR system that forces people to visit cities and counties other than LV/LS as well as gang turfwars.

It should have slightly less damage than Sniper imo, and Since @RAMPAGE Brought up AK47 i suggest to make it deal 15 hp instead of 10 hp so its roughly the same damage per clip as M4 while giving variety, Allowing you to sacrifice the extra bullets for quicker damage.

Jailbreak one of the few things that should remain unchanged, 70% of criminals would retire if such a change happens. So lets keep things as they currently are.
