[FEATURE] Dirty cars & car wash

My suggestion is almost self-explanatory, basically, cars would be able to get dirty after not being washed in a while, and if they get dirt users could go to any car washing station to pay $50 or $500 for their cars to be washed

It would be better if this script gets added to the mechanic spawn or has it own spawn because adding a wash station would be good for a full RP server since car dirts got no affects nor effects on the vehicles.

I think the dirt can be linked directly to the fuel, the less gasoline left, the dirtier the car, to facilitate scripting.
