I understand where this is coming from and in my humble opinion, this is not the best idea to try to equalize advantages. There could be other changes made to make the cop side less OP than it already is. But having a goggle accessible to everyone (or just even gangs at a certain level) defeats the whole point of the flash script. You might as well make a suggestion to remove flashbangs altogether. :D As I said, although I understand where you're coming from, no to this imo.

Evading flashes is pretty easy, the worst thing about them is you need to wait with your back pointed at the cop, while he/she can rush you in that time with goggles. It's that delay between you seeing the flash and it going off, that's the danger zone. Not the actual flashing effect. And even so, giving crims goggles will mean a lot of crims running around in nightvision, it will break the immersion, and make flashbangs a joke.
