With the current BR system, criminals can start Public BRs when there are 13 or more criminals/gang members in the bank. PBRs can, therefore, be triggered while gangs are cracking the first door; which ruins the gang's BR. All it takes is for a criminal to run into the marker and press 'h', hence it is difficult for gangs to prevent this from occurring. A lot of new players who do this are unaware that a GBR is about to take place, and think everyone is in the bank for a PBR - so although it is frustrating when this happens, not all players who do it do it maliciously. After the GBR is ruined, it often leads to gang members leaving the bank to go to an alternative bank, which tends to lead to an unsuccessful PBR. Over the past three days, I have experienced this twice.
The simplest solution is:
In order to do a Public BR, at least 5 criminals must stand in the PBR marker.
Other solutions:
If a gang member is making contact with the first door marker, a public BR cannot be started - this would not completely solve the problem all the time.
When gangs go for the first door, there is an option to reserve the BR for that gang for a specific time. There should also be a cooldown, so gangs cannot reserve the bank indefinitely. This would also prevent gangs from hijacking BRs.
