As the title says, we were trying to arrest him and he used the Flamethrower to block our tasers.

its the risk that was taken by giving out these weapons during the Halloween event meaning they became part of the game in small amounts due to that there is no abuse done just tactical usage of the flamethrower.
Give it a few days/weeks till they are ran out of the player inventories.
