[suggestion] Increase property limit due to lack of player count

Increase property limit as there are many houses to buy but not able to buy due to property limit. Specially because of less player count on server.

Since I've used a poll, I'd like to justify.

Increasing property seems no point to me, why? There's a limit so people could have in each city/country one property, which seems to be fair towards anyone. So there's no point of having lots of properties, since you got no point of using them.

@Laza I understand but it was relevant few years back. Now when there is low player count and people have nothing fun to do, this limit should be increased.
